New draft regulations aim to boost passenger flexibility and streamline airline refund processes.
The Directorate General of Civil Aviation (DGCA) has proposed a major policy update that could bring welcome relief to air travelers across India. The new draft regulations aim to make it easier for passengers to cancel or modify flight tickets within a 48-hour “Look-in period”—without paying any cancellation fees.
Under the proposed rule, passengers would be allowed to make changes or cancellations within 48 hours of booking, free of charge. If travelers choose a new flight that costs more, they would only pay the fare difference, with no extra penalty from the airline.
Faster Refunds and Clearer Accountability
The DGCA has also moved to simplify the refund process, placing full responsibility on airlines to ensure passengers receive refunds—even when tickets are booked via travel agents or online portals. According to the draft, refunds must be completed within 21 working days, addressing one of the most common passenger grievances in recent years.
Certain Exceptions Apply
However, this free cancellation window will not apply to last-minute bookings. Specifically:
Domestic flights departing within 5 days of booking, and International flights departing within 15 days of booking will not be eligible for the no-fee cancellation or amendment option.

Aviation experts view this move as a positive step toward improving transparency and passenger confidence. With air travel demand rising steadily, the proposed rules could offer travelers more flexibility—especially for those booking well in advance.
